Yes it is legal.
Colleges have to have this kind of security and it costs a lot. It is for the safety and security of all students and if they didn't charge the 拢1 the college would have to pay instead and why should they? A day pass involves a member of staff looking up the student's details and printing off a copy of their photo and details. It probably costs the college more than 拢1.
If he had a season ticket for the train and forgot it he would have to pay the train fare. if he had theatre tickets and turned up for a performance without them he would have to buy new tickets or miss the performance.

being honest it probably costs that much to get a new card printed. I know our student cards cost 拢14 to replace but we only charge 拢5 to the students. You would be amazed at how much these cards cost.
What's to say that he has given his pass to another person/student to get on and off the site.
He's learning the hard way the responsibility of keeping something safe.

Security policies are in place to protect students, lecturers and other staff onsite.
The same applies in workplaces. It's a good life lesson for him to remember his ID and take responsibility for once.

its all in place for his security
and to teach him to be a responsible adult
believe it or not yes it is legal mainly because the demand for these types of courses are getting higher and teachers see these as oppurtunities so they wont be happy if the work is missed
Yes, they set the rules and he would have signed something when he enrolled to say that was the terms of contract. why doesnt he put his pass in his wallet.
