We are trying to become legal guardians of a 13 year old, non-relative. We need legal advice.?

Her mom is in jail, dad can't have her, step-dad doesn't want her, aunts can't take care of her, grandmother acts like the child doesn't exist. I have spoken with 2 different lawyers who want over $2000 for this case. We have the money but would rather see it put to better use in an educational savings account if this is paper work that I can take care of myself. We are trying to become legal guardians of a 13 year old, non-relative.
