Who can assist me with a legal advice?

is it possible to sue someone who lives in Mesa, Arizona (I live in San Diego Cali). I was told he was an excellent investigator but he took my money and provided ZERO service. Though I reported him to the appropriate investigation agency to see about his lisence, I need to collect my money, Can I sue him in San Diego or do I have to go to AZ.Who can assist me with a legal advice?
I'm no attorney, but if the case is for 10,000 or more and crosses state line then you can sue in federal court in (defendants?) district.





Otherwise it has to be a state matter and I believe it would still be in defendant's state.
